Chapter 6 - The Safehouse Agreement

Dawn broke over Lake Michigan, casting a pale, bruised light across the skyline. Inside an abandoned brick brewery deep in the industrial yards of Gary, Indiana, the atmosphere was thick with tension.
Nora sat on a wooden crate, washing a superficial shrapnel scratch on her forearm with bottled water. Adrian stood by a cracked window, staring out at the rain-soaked loading docks through a pair of binoculars.
"They tracked the signal from the microchip's backup ping," Adrian said quietly. "We have maybe two hours before they trace this location."
"Then why are we hiding?" Nora snapped, tossing the bloodied gauze onto the floor. "We go to the FBI. We hand over the transit ledgers, expose the corrupt cops, and let the federal government handle them."
Adrian turned slowly, a bitter smile touching his lips. "The FBI is compromised, Nora. The director of the Chicago field office is on the Syndicate's payroll. If we walk into a federal building today, we won't make it past the lobby."
"Then what’s your brilliant master plan, Mr. Hargrove? Sit here and wait to be executed?"
"No," Adrian said, walking over and placing the velvet box containing the locket directly in front of her. "We use you as bait."
Nora stared at him, her eyes narrowing into dangerous slits. "Excuse me?"
"You walk into the Central District Police Precinct on 11th and State," Adrian explained, his tone chillingly pragmatic. "You hand the locket over to Captain Miller—the head of internal affairs who hasn't been bought yet. You tell him you found it at an accident scene and want to turn it in anonymously. The moment Miller logs it into the evidence vault, the encryption trigger activates, automatically downloading the entire ledger to every major news outlet in the Midwest."

"And what happens to me?" Nora asked, her voice deathly quiet. "When Miller's corrupt subordinates realize I'm the one who brought it in?"
"By the time they realize it, Marcus and I will have intercepted Miller and secured your extraction," Adrian said, meeting her fierce gaze without flinching. "I am offering you a choice, Nora. Stay with me and fight to break the syndicate that has bled your neighborhood dry for a decade, or take your chances running alone."
