Chapter 5 - Shadows in the CatacombsThe municipal storm tunnels beneath the old financial district smelled of stagnant water, rust, and damp concrete. Water dripped in steady, rhythmic echoes from the vaulted ceiling overhead, splashing into the murky knee-deep runoff below.

Victor Hale trudged through the icy water, his thousand-dollar Italian leather shoes ruined, his tailored suit jacket soaked and heavy with grime. His breath came in ragged, wheezing gasps as he clutched a heavy duffel bag stuffed with bearer bonds, gold bullion, and passports under one arm.

“Damn her,” he muttered to himself, wiping muddy sweat from his eyes with the back of his bleeding hand. “Damn that old witch and her federal judges. I built this empire. I bought this city.”

He rounded a massive concrete junction, aiming for the emergency exit ladder that led up into an abandoned subway maintenance shed three miles away. From there, he had a motorcycle hidden in a storage locker. Just another ten minutes, and he’d be across the state line. Just another ten minutes, and—

The beam of a high-powered tactical flashlight cut through the darkness, blinding him instantly. Victor threw his arm up, shielding his eyes, slipping and falling hard into the filthy water.

"Looking for a way out, Victor?" a voice echoed coldly through the cavernous tunnel.

Out of the shadows stepped Marshal Ryan Cooper, flanked by two armed operatives. But standing slightly behind them, stepping carefully onto the concrete walkway above the water, was me.

I wore a dark trench coat, my silver hair tied back neatly, holding my own heavy waterproof flashlight.

Victor scrambled backward into the muck, his face twisted in desperate rage and disbelief. “You? You old bitch, you came down here yourself?”

"I wanted to make sure delivery was personal," I said, stepping closer, looking down at the man who had terrorized my daughter.

Victor reached frantically inside his ruined jacket, his fingers wrapping around the cold steel grip of a concealed Glock. "I’ll take you with me! I swear to God, if I'm going down, you're coming into the dark with me—"

Before he could draw the weapon, Marshal Cooper’s rifle barked once—a deafening roar in the enclosed concrete tube.

Bang.

Victor’s gun clattered harmlessly into the water as a round shattered his right shoulder. He screamed, collapsing backward into the filth, clutching his bleeding arm with his left hand, thrashing like a dying animal.

I walked slowly to the edge of the walkway, looking down at him. The billionaire philanthropist, the untouchable titan of the city, now drowning in the literal gutter he had built his empire upon.

"You said I was just an old retired woman," I whispered softly, the sound carrying clearly over his groans of agony. "Remember that, Victor. As you spend the rest of your natural life behind the thickest glass maximum security can provide."

Marshal Cooper stepped forward, snapping heavy steel cuffs onto Victor’s wrists, dragging him upright out of the muck.

"Take him away," I commanded.
