Within an hour, black government vehicles entered the naval base.
Nobody knew why.

The admiral carefully opened a velvet case.
Inside rested one of the nation's highest civilian honors for extraordinary courage.
"It should have been presented years ago."
"This medal has waited long enough."
The entire parade ground stood silent.

"They already taught one."
The commander looked confused.
She glanced at the fifteen dogs peacefully lying around her feet.
"They reminded everyone that loyalty is earned through kindness..."
"...never through fear."
No applause came.
Instead...
Every sailor standing there instinctively raised a hand in salute.
One after another.
Until the entire naval base stood honoring the woman they had ignored for years.
The dogs remained beside her...
