Chapter 3 - The Ghost of Sector Seven

Forty miles away, deep inside an unmarked concrete facility buried beneath the rolling hills of the state capital, a row of high-definition monitors blinked to life.
A young intelligence analyst named Miller—no relation to Arthur—swiveled sharply in his ergonomic chair as his terminal lit up with a Tier-1 priority alert. The last time this specific cipher had been keyed into the network was during an international hostage extraction in the Balkans fifteen years ago.
“Sir,” the analyst called out, his voice tight with sudden adrenaline as he addressed the senior duty officer. “We have an active beacon activation from Ghost-Actual. Sector Four. Domestic jurisdiction override.”
The senior officer, a weathered man with silver hair and a chest full of invisible ribbons, stepped behind the analyst’s chair. His eyes scanned the incoming data stream—the satellite ping, the encrypted audio file uploaded from Lily’s cracked phone, and the complete financial and criminal profile of Richard Whitmore pulsing in red code.
“Arthur,” the officer murmured, a ghost of a smile touching the corner of his mouth. “The old man finally woke up.”
“What are our orders, sir?” the analyst asked, his fingers hovering over the command execution keys. “Do we dispatch local federal assets? State police tactical units?”
“Local police?” The senior officer let out a short, dry laugh. “Local police are eating hot dogs in the Whitmore backyard. No, son. This isn't a civilian domestic dispute anymore. This is a designated extraction and asset reclamation mission under direct authority of the Joint Oversight Directorate.”
He leaned over the console and pressed a heavy, brass-capped toggle switch that had not been used in over a decade.

“Deploy the Ghost Unit,” the officer commanded. “Lock down every exit within a fifty-mile radius of the Whitmore estate. Freeze all Whitmore-controlled accounts down to the last penny. And dispatch a medical transport team to intercept Arthur Miller on Route 9. His daughter needs immediate trauma care.”
“Understood, sir,” the analyst replied, fingers flying across the keyboard. “Executing Code Black.”
