Chapter 3 - The Audit That Ate City HallBy 4:15 PM, the downtown financial district of Mason Creek looked less like a quiet county seat and more like a crime scene.

Three black Chevy Tahoes with state government plates rolled down Oak Street in a synchronized convoy, ignoring traffic signals and parking right across the yellow curb in front of the municipal tax assessor’s office.
Doors flew open. Men and women in charcoal suits stepped out, carrying heavy metal briefcases, portable scanners, and stackable plastic storage crates.
Inside the assessor's office, clerks looked up from their desks in absolute bewilderment.
"Excuse me!" a senior clerk named Brenda stood up, adjusting her glasses. "You can't just walk back here! This is a restricted municipal zone! Do you have an appointment with Mayor Vale?"
A tall woman with sharp, silver-streaked hair and cold blue eyes walked to the front of the pack. She flipped open an identification badge that made Brenda’s blood run cold.
Director Katherine Vance, State Bureau of Financial Integrity.
"We don't need an appointment," Katherine said, her voice cutting through the office like a surgical scalpel. "Under emergency state statute 44-B, effective immediately, this office, all physical ledgers, and all digital servers under the jurisdiction of Mason Creek Municipal Authority are hereby seized under federal and state audit review."
"Seized?" Brenda’s voice squeaked. "You must be out of your mind! I'm calling the mayor right—"
"Your phones are disabled," Katherine interrupted smoothly, gesturing to a technician who was already plugging a black rectangular jammer into the primary wall outlet. "All outgoing and incoming communications are temporarily suspended pursuant to a high-priority corruption and asset-forfeiture warrant signed by State Supreme Court Justice Holloway twenty minutes ago."
The office erupted into panic.
"Where is the warrant?" a junior accountant stammered, backing toward the rear exit. "You can't just—this is local government!"
"This isn't local government anymore," Katherine replied, unlatching her heavy briefcase. "This is an investigation into eighteen years of systemic embezzlement, illegal land grabs, rigged public-works contracts, and money laundering totaling upwards of forty-two million dollars."
She walked past the frozen clerks and stopped directly in front of the master server rack in the corner.
"Start downloading," Katherine ordered her team. "And don't leave a single hard drive unscrubbed. If the Vales bought a paperclip with public funds, I want the receipt."

Across town at Vale Construction & Development, a similar scene was unfolding. Federal marshals had surrounded the corporate headquarters, barring all employees from leaving and seizing every financial record dating back to the administration of Graham’s father.
The empire wasn't just crumbling; it was being disassembled piece by piece while the sun was still shining.
