Chapter 6 - The Emergency City CouncilThe Mason Creek City Council chambers were packed to absolute capacity.

People were spilling out into the hallway, standing shoulder-to-shoulder, holding up their phones, whispering, murmuring, and staring at the empty mayoral seat at the center of the dais.
At 7:30 PM, the side door opened.
It wasn't Mayor Graham Vale who walked out.
It was Nia Carter.
She wore the exact same charcoal blazer, black slacks, and flat leather shoes she had worn in the coffee house earlier that day. But the thin red line at the corner of her mouth was gone, replaced by an expression of cold, absolute authority.
Behind her walked Katherine Vance and three state troopers carrying boxes of seized financial records.
A collective gasp swept through the room.
Nia walked straight to the podium, adjusted the microphone, and looked out over the sea of local politicians, wealthy donors, and frightened council members who had ruled Mason Creek like feudal lords for decades.
"Good evening," Nia said, her voice echoing clearly through the vaulted hall. "My name is Nia Carter. As of 5:00 PM today, by executive order of the State Supreme Court and the Federal Anti-Corruption Task Force, the entire municipal government of Mason Creek is officially suspended."
Pandemonium erupted instantly.
"You can't do that!" shouted Councilman Vance, Graham’s cousin, slamming his fist onto the mahogany table. "We were democratically elected! This is a coup! Where is the mayor?"
"Your mayor is currently signing over his assets to the federal government in an interrogation room three miles away," Nia replied, her voice cutting through the shouting like a razor blade. "And you, Councilman, are next on the list."
She held up a single sheet of paper.
"We have the wire transfers. We have the text messages between you and the construction firms that inflated public paving costs by three hundred percent. We have the records of every single bribe, kickback, and silenced whistleblower since 2012."
The councilman turned pale as paper, sinking slowly back into his leather chair.
"Operation Lantern wasn't just a financial audit," Nia continued, her eyes scanning the room, meeting the gaze of every corrupt official one by one. "It was a mirror held up to this town. For too long, the Vales and their cronies made you believe that fear was a way of life, that intimidation was law, and that human dignity had a price tag."
She paused, letting her words sink deep into the marrow of everyone present.
"That era is over. Effective immediately, every public contract awarded without open bidding is void. Every corrupt official is suspended pending criminal indictment. And Mason Creek is officially returning to the people who actually live, work, and bleed in this town."

At the back of the room, standing quietly near the double doors, a young woman with a name tag reading EMILY watched with tears of vindication shining in her eyes.
