Chapter 14 - The Federal Safe HouseThe safe house was a nondescript brick rancher tucked away in a quiet, heavily wooded suburb thirty miles north of Chicago. Inside, the windows were covered with thick blackout curtains, and the hum of federal communications equipment filled the air.

Chloe sat at a metal folding table, staring blankly at her hands. The platinum ring with its chain link engraving still gleamed on her finger, feeling heavy and cold against her skin.

Agent Robert Hayes, her commanding officer and her father’s former partner, walked into the room holding a steaming cup of black coffee. He set it down in front of her.

"You did good, Chloe," Hayes said, his voice carrying a raspy, paternal warmth. "Costa’s network is isolated. With the evidence you gathered inside his mansion and the financial trails from Moretti’s container, we have enough to dismantle both syndicates for good. Your father would have been proud of you."

Chloe didn't look up. "We arrested the wrong man, Robert."

Hayes frowned, pulling out a chair and sitting across from her. "What are you talking about? Gabriel Costa is a high-ranking syndicate boss. He controlled half the docks, warehouses, and illicit shipping lanes in the Midwest."

"He was trying to get out," Chloe said fiercely, her slate-gray eyes snapping up to meet her commander's. "For the last six months, Gabriel has been systematically transferring his real estate and logistics assets into legitimate corporate shells managed by his sister. He wasn't expanding his empire, Robert—he was shutting it down. Moretti is the one pushing for war because Gabriel refused to renew the European council's drug-smuggling contracts."

"That may be true," Hayes replied gently. "But it doesn't change the fact that he operated outside the law for a decade. He has to stand trial, Chloe. That's the protocol."

"Protocol?" Chloe stood up, slamming her hands onto the metal table. "My father died because of protocol and corruption in this very bureau! Gabriel saved my life, he protected my mother, and he risked his entire organization to keep me safe from Rostova's hit squads!"

Before Hayes could answer, a loud, piercing alarm shrieked through the safe house communication monitors.

The computer screens flickered violently, flashing a red warning banner across the display: BREACH DETECTED. PERIMETER SECURITY COMPROMISED.

"What is that?" Hayes barked, standing up and reaching for his sidearm.

A communications officer spun around in his chair, his face drained of all color. "Sir! The federal transport convoy carrying Gabriel Costa from the pier to the downtown detention center... it just went offline."

Chloe’s heart stopped. "Where?"

"Route 41 near the lakefront," the officer stammered. "Ambushed by heavily armed mercs. The transport van was blown open. Gabriel Costa is gone."
