Chapter 26 - The Offshore Trap

The silence in the office was so absolute you could hear the steady patter of rain against the windowpane outside.
"That's impossible," James said, his voice dropping an octave as he stepped closer to the desk, flipping open the manila folder with trembling fingers. "I was an assistant comptroller at a mid-tier firm nine years ago. I didn't have access to offshore portfolios. Doctor Evans set up the anonymous storage contract using her own institutional credentials."
"She used your social security number as the primary secondary guarantor to satisfy federal reserve reserve-ratio requirements for private biological storage trusts," Thorne explained, pulling a certified corporate registration document from the file. "You signed it, James. Page twelve of the original clinic intake packet you filled out the day Leo was born."
I stared at my husband, the horrifying realization washing over me like a cold wave. The trap hadn't been dismantled when Doctor Evans went to prison; it had simply been handed down to us wrapped in the gift-wrapping of a federal endowment fund.
"If we accept the foundation..." I whispered, the pieces falling into place with terrifying clarity. "...we inherit the offshore liability."
"Precisely," Thorne nodded, leaning back against the edge of the desk. "The moment you cut the ribbon downstairs, you legally reactivated the dormant corporate entity. Right now, international tax regulators and private recovery agents employed by the syndicate's surviving members are tracking those funds. They aren't going to send federal agents with badges this time, Mr. Miller. They're going to send lawyers, debt collectors, and men who don't care about court orders."
"Why are you telling us this?" James demanded, slamming his hand down on the desk. "If you're still working for the oversight committee, why aren't you arresting us right now?"

A faint, tired smile touched the corners of Thorne’s mouth.
"Because I spent twenty years in the Justice Department watching corrupt men use the law as a weapon against people who just wanted to live decent lives," Thorne said, snapping his briefcase shut. "The committee wants to sweep the offshore accounts under the rug and let the syndicate quietly reabsorb the capital. If you want to survive this, you have to burn the endowment to the ground before they can claim it."
