Chapter 7 - The Raid at the Water TowerThe rain had turned into a torrential downpour by 3:00 AM as a convoy of unmarked police cruisers and SWAT transport vans rolled silently toward the abandoned municipal water tower at the edge of town.

Natalie and Vance crouched behind the rear bumper of the lead vehicle, watching the perimeter fence of the industrial yard.

"Intel confirmed Sterling’s personal vehicle is parked inside the maintenance shed," Vance whispered into his radio mic. "Swat team alpha, breach the side door. Team bravo, secure the perimeter. No shots fired unless absolutely necessary. We want him alive, and we want him talking."

“Copy that. Breaching in three... two... one.”

A deafening flashbang echoed across the concrete yard, followed by the sharp crunch of the heavy iron door flying off its hinges. Shouts of “Police! Down on the ground!” pierced the stormy night air.

Natalie rushed through the breach behind the tactical team, her weapon drawn.

Inside the cavernous, rusted interior of the old water tower, Councilman Sterling was pinned against a concrete pillar by two SWAT officers, his expensive suit ruined by mud and rainwater. Across the room, standing beside a battered metal desk with an open laptop, was Elena Vance, shaking uncontrollably with her hands raised in the air.

"It’s over, Sterling," Natalie shouted, walking straight toward him. "We have the flash drive. We have the audio recordings of your extortion calls."

Sterling let out a bitter, desperate laugh, his face twisted in fury. "You think a flash drive is going to stop what’s already in motion? The papers are filed, the municipal zoning board approved the block clearance at midnight. That house is mine!"

"Not legally," a calm, deep voice echoed from the doorway behind them.

Everyone turned.

Walking out of the shadows, flanked by two state troopers and supporting himself slightly against a steel beam, was a man with a pale, bruised face, a bandaged arm, and a familiar pair of warm, exhausted eyes.

It was Andrew Miller.
