Chapter 9 - Justice at the Edge of the HarborThe penthouse doors opened once more, but this time, there were no tactical operators.

Instead, two federal marshals stepped out, flanked by state investigators carrying thick folders stamped with federal warrants. Leading the delegation was Director Hayes of the Federal Anti-Corruption Bureau, a man I had secretly supplied with encrypted financial ledgers three days ago while Julian was still strutting through my gates.
Director Hayes walked straight past the frozen crowd of elites, stopping directly in front of Mayor Vance.
"Arthur Vance," Director Hayes announced, pulling a pair of steel handcuffs from his belt. "You are under arrest for conspiracy, murder, corporate fraud, and racketeering on behalf of an international criminal syndicate. Anything you say can and will be used against you in a court of law."
"You can't do this!" Arthur screamed, thrashing as the federal marshals grabbed his arms and forced his wrists behind his back. "I'm the mayor! I run this city!"
"Not anymore," I said quietly, watching as they hauled him away past rows of terrified socialites who suddenly realized their immunity was worth less than the paper it was printed on.
Within minutes, the penthouse was cleared of the corrupt elite, replaced by federal agents inventorying evidence, seizing laptops, and slapping handcuffs on half the city’s municipal council.
I stood by the floor-to-ceiling window, looking out over the dark expanse of the harbor. The storm outside had broken, the rain washing away the grime of the city, leaving behind the cold, clean reflection of the lights shimmering across the black water.
Marcus walked up beside me, handing me a sealed manila folder.
"All assets secured, Mr. Marino," Marcus reported respectfully. "The Vanguard Syndicate’s offshore accounts have been frozen by federal authorities. Julian and Evelyn are cooperating with prosecutors in exchange for reduced sentencing. And the media is already running the full investigative report on the hospital cover-up."
I opened the folder, running my thumb over the birth certificate and the custody transfer papers restoring my legal rights as Lily’s sole surviving parent.
"Good," I murmured.
I turned away from the window, looking toward the private elevator where Lily and Leo were waiting downstairs in my armored vehicle, accompanied by my most trusted medical team.

My legs still burned with every step, a sharp, unyielding reminder of the pain I had endured and the war I had just won. But as I walked toward the elevators to go home to my daughter, I knew the darkness was finally behind us.
The Harbor King was back. And this time, nobody would ever take my world away again.
