The morning sun over San Pedro Garza García offered little warmth to the man standing on the private balcony of the Pacific-facing penthouse in Veracruz. Viktor sat in a federal holding cell hundreds of miles away, but the machine he built didn't stop humming just because its master was caged. On the mahogany desk before the new acting boss lay a single manila folder stamped with a red classified seal: Operation Phoenix.

"They think they won," a cold, scarred voice murmured from the shadows of the room. It was General Navarro, the corrupt head of federal intelligence who had secretly backed the Sinaloa faction’s play. "Alejandro thinks he can launder his blood money into charity foundations and play the reformed family man. He forgot that empires built on steel cannot simply be washed with soap."

The folder detailed the complete financial blueprint of Valeria’s new life—her university enrollment, her brother’s recovery clinic in Santa Catarina, and every single flight path of the Ríos private logistics fleet. The cartel had lost a pawn, but they still held the queen. And the easiest way to break a reformed warlord was to take away the only person who had ever managed to calm the storm inside his son.
