Chapter 12 - Midnight Session

The fluorescent lights of the city council chambers buzzed overhead, casting a sterile, clinical glare over the empty rows of mahogany seating. Only one desk at the front was occupied: Councilman Arthur Pendelton, a man whose political campaigns had been quietly bankrolled by Robert Vance’s real estate syndicates for over a decade.

Maya slammed her hands down onto the wooden dais, the sharp sound echoing through the cavernous chamber. "Eminent domain? On what grounds? That land is a legally protected community trust owned by three hundred displaced families!"

Councilman Pendelton didn't even look up from his tablet. He slowly adjusted his gold-rimmed glasses, his expression a mask of bureaucratic indifference. "Urban revitalization, Ms. Lin. The city has determined that the waterfront district requires immediate infrastructural modernization. A multi-use commercial and high-density transit hub has been approved for development."

"Approved by whom?" Chloe snapped, stepping up beside Maya, her voice ringing with raw fury. "You held a secret midnight vote with zero public notice! That is a blatant violation of state sunshine laws!"

"The vote was legal, quorum was met, and the emergency declaration supersedes standard public comment periods," Pendelton replied smoothly, finally raising his eyes to meet Maya’s gaze. There was a cold, chilling amusement hidden behind his polite smile. "You won a battle against a wounded old man, Ms. Lin, but you fundamentally misunderstood the war. Men like Robert Vance are just middle management. You poked a sleeping bear, and now the people who actually own this city are waking up."

Marcus stepped forward, sliding a legal brief across the dais. "We will file an immediate injunction in federal district court by 8:00 AM. You cannot legally seize trust-protected land without a verified public utility justification."

Pendelton glanced down at the brief, then picked it up and dropped it straight into the metal wastebasket beside his desk. "File whatever you like, counselor. By the time your injunction reaches a judge’s desk, the bulldozers will already have broken ground. Aegis Holdings has deep pockets, and municipal government moves at the speed they dictate."

Maya stared at the councilman, feeling a cold fury crystallize deep within her chest. For a fleeting moment, a year ago, she had believed that winning a lawsuit could change the world. She had thought a court verdict was a shield. But standing here in the hollow, echoing chambers of a corrupt local government, she realized the bitter truth: the system didn't break because of an error; it was built this way on purpose.

"You think you can bulldoze our homes twice?" Maya asked, her voice dangerously quiet, devoid of the hesitation or fear she had felt years ago on that graduation stage. "You think because we came from nothing, we don't know how to fight for everything?"

Pendelton smiled coldly. "We'll see how resilient you are when your funding dries up and your supporters realize they're fighting a ghost."
