Chapter 3 - THE STATE’S PROPERTYThursday evening arrived with a heavy, leaden sky that threatened sleet.

Maxwell’s limousine was parked near the park entrance, its engine idling. Lucas sat in the back, chatting excitedly about Ember’s latest game, while Maxwell and Samantha loaded the physical therapy gear into the trunk.
Suddenly, a sleek, state-issued gray sedan pulled up beside the Maybach. Two individuals stepped out: a sharp-faced woman in a charcoal pantsuit carrying a thick manila folder, and a burly man with a cold, clipboard-clutching demeanor.
“Mr. Thornton, I presume?” the woman said, her voice clipped and professional.
Maxwell closed the trunk with a heavy thud. “I am. And you are?”
“Director Evelyn Vance, Department of Family and Child Services,” she said, flashing a laminated badge for half a second. “We are here to collect foster ward Ember Sullivan for immediate transit processing.”
Across the path, Ember froze. She had been handing Lucas a smooth, river-polished stone. Her wild red curls whipped around her face as she looked toward the gray sedan, and the vibrant light in her eyes instantly vanished, replaced by the instinctual terror of a caged animal.
“She’s not going anywhere,” Maxwell stated, stepping between the social worker and the children.
Evelyn Vance smiled, though her eyes remained glacial. “Mr. Thornton, you are a prominent businessman, but you have no legal guardianship or standing regarding state foster placements. Ember is scheduled for an expedited interstate transfer tonight. The Boston family is already waiting at the regional intake facility.”
Lucas panicked from inside the car, pressing his hands against the tinted glass. “Dad! Don’t let them take her!”
Maxwell’s jaw set like iron. He pulled a silver fountain pen from his breast pocket, unscrewed the cap, and held it out toward Evelyn as if offering a contract.
“Name your price, Ms. Vance,” Maxwell said coldly. “Endowment, grant funding, private municipal donations. Whatever it costs to buy her foster contract out, write the figure down.”

Evelyn’s smile vanished. She snapped her manila folder shut with a sharp crack.
“You can’t buy a child, Mr. Thornton. And by tomorrow morning, Ember won't even be in the state.”
