Chapter 15 - The Public ExecutionTwo days later, the City Council was holding its monthly open public hearing in the main auditorium. The room was packed with local business owners, journalists, and citizens.

Councilman Thomas Reed sat at the high elevated podium, looking smug and confident as he reviewed the agenda. Sitting in the front row, wearing expensive designer suits and smirking like victorious monarchs, were Arthur and Julian Walker.
When the floor was opened for public comments, I walked slowly down the center aisle. I wasn't wearing my old, timid clothes. I wore a tailored emerald suit, my chin held high, carrying a thick leather briefcase under my arm.
Whispers broke out across the auditorium.
"Order! Order in the room!" Councilman Reed banged his wooden gavel, looking down at me with feigned annoyance. "Mrs. Hayes, if this is about your rejected permits for the Elm Street property, our decision is final. The commercial parking garage project has been approved by preliminary vote."
I stopped right at the foot of the podium, pulled out the federal covenant papers, and laid them flat on the speaker's podium.
"Preliminary votes don't override federal law, Councilman Reed," I said, my voice projecting clearly into every microphone in the auditorium.
Reed chuckled nervously, leaning forward. "What are you talking about, woman? Local zoning laws supersede everything in this district."
"Not when the land is protected under the 1974 Federal Historical Infrastructure Act, signed directly by the Department of the Interior and co-signed by master engineer Ernest Walker," I replied sharply, opening the portfolio to reveal the official federal seals.
Arthur’s smug smile vanished instantly. He bolted upright in his seat, his face turning ghostly pale. "That's impossible..." he muttered.
"Not only is it possible," I continued, looking directly at the stunned reporters in the back row taking flash photographs, "it comes with a federal injunction clause. Any city official—including Councilman Thomas Reed—who attempts to rezone, seize, or issue commercial permits for this protected sanctuary will face immediate federal corruption charges and an immediate ethics investigation by the state attorney general."

The auditorium erupted into absolute chaos. Reporters stood up flashing cameras, murmurs and gasps echoed through the room, and Councilman Reed turned the color of a wet sheet of paper, his hands trembling as he stared at the federal seals.
