Marcus leaned over the console, his eyes widening as he scrolled through the data. "Claire... look at this. It's not just municipal zoning permits. It’s an entire systemic racketeering ring involving the city's deputy mayor and the head of the urban development committee."

Victoria stared at the screen, her hands clasped tightly together. "Jonathan always bragged that he owned half the city council. I thought he was just exaggerating to impress me."

"He wasn't exaggerating," Claire said, her voice completely steady as she read through wire transfer receipts routed directly to political campaign funds. "He was buying protection for his fraudulent construction schemes by feeding kickbacks from employee pension funds straight into politician pockets."

"And the person blackmailing me?" Victoria asked anxiously. "Is their name in the logs?"

Marcus clicked on a highlighted sub-folder labeled Project Phoenix. "Found it. The blackmailer is none other than Arthur Sterling—the city’s chief planning commissioner and the man spearheading the new municipal redevelopment bids."
